The National Police Association Endorses the SAFE Cities Act

Indianapolis – July 11, 2025. City and state governments that prohibit law enforcement from maintaining order are complicit in fomenting violence and lawlessness. This reckless type of governance rewards lawbreakers while depriving the law-abiding of basic security. American taxpayers should not be required to fund jurisdictions that are unwilling to provide their constituents with basic safety protocols.

It is why the National Police Association (NPA) is endorsing the Stop Anarchists from Endangering Cities Act (H.R. 3894), a bill introduced by Rep. Tony Wied (WI-8). It seeks to identify and publish a list of “anarchist jurisdictions” and potentially restrict their federal funding. This legislation would codify President Donald J. Trump’s Presidential Memorandum ordering the U.S. Attorney General to review federal funding of jurisdictions that allow their cities to devolve into chaos. The SAFE Cities Act would mandate the U.S. Attorney General, working in cooperation with the Secretary of the Department of Homeland Security (DHS) and the Director of the Office of Management and Budget (OMB), to publish a list of “anarchist jurisdictions.” The list would be published on the Department of Justice (DOJ) website and be updated at least every 180 days.

This bill classifies anarchist jurisdictions as those whose anti-police policies enable lawlessness. For example, an anarchist jurisdiction might prevent local police from working to restore order, defund its police department, or unreasonably refuse assistance from federal law enforcement.

The OMB would also be tasked with guiding federal agencies on how to potentially restrict federal funding to these jurisdictions, as permitted by law.

“Officials who allow chaos to unfold in their cities have essentially abandoned their constituents in a misguided attempt to cater to extremists. Any jurisdiction unwilling to curb lawlessness should not be rewarded with federal tax dollars,” said Paula Fitzsimmons, Legislative Director, National Police Association. “The SAFE Cities Act is a sensible bill that fiscally rewards cities taking reasonable steps to uphold law and order. It’s a win for both public safety and American taxpayers,” Fitzsimmons added.

The days of allowing violence and chaos to proliferate on the backs of the law-abiding have passed. The NPA extends its gratitude to Rep. Wied for introducing the SAFE Cities Act, a bill that calls on the U.S. Attorney General to publish a list of jurisdictions complicit in sowing chaos; these anarchist jurisdictions risk receiving full federal funding. We urge members of Congress, who must do their part to keep Americans safe to support this bill. The people of the United States deserve safe cities.
