
Indianapolis – April 25, 2025. The violent crime rate has been surging in cities across the country since 2020. It’s a statement consistent with data from the Bureau of Justice Statistics’ National Crime Victimization Survey, a federal initiative that tracks both reported and unreported crimes. Policies that prioritize the welfare of criminal offenders, the dismantling of federal programs, like Operation Legend, that remove violent criminals from our streets, and a lingering war on police have propelled this rise.
In the U.S. Senate, Sen. Marsha Blackburn has introduced the Restoring Law and Order Act of 2025 (S. 1079), a federal bill that would correct this dangerous trajectory by increasing funding for police agencies. With these critical reinforcements, police officers could more effectively keep violent criminal offenders off our streets. This, in turn, would improve the quality of life for millions of Americans and prevent the law-abiding citizenry from being preyed upon. This important bill, endorsed by the National Police Association (NPA), is co-sponsored by Sens. Ted Cruz (TX), Bill Hagerty (TN), and Jim Justice (WV), and has been referred to the Committee on Finance. The text for the Senate bill is here.
The Restoring Law and Order Act of 2025 would reallocate unobligated funds from other federal initiatives, including the Inflation Reduction Act, to create public safety grants.
These grants would be used to hire and retain law enforcement officers and detectives and for other anti-crime initiatives. These include, for example, targeting fentanyl-related crimes and carjackings, ensuring tougher sentences for repeat offenders, and reducing criminal fact-finding backlogs.
